MAPPS

Summarized by the Centers for Disease Control and Prevention (CDC) , the MAPPS framework highlights evidence-based strategies and practices that focus on policy, systems, and environmental changes to reduce tobacco use rates, initiation, and exposure to second hand smoke.

Communities and states have found the following five strategies, especially when combined, can influence and improve health behaviors by changing community environments:

  • Media – Ensure media and advertising are restricted and consistent with federal law, develop hard hitting counter-advertising, ban brand-name sponsorships, as well as branded promotional items and prizes. For helpful tools and resources, please visit Media Tools.
  • Access - Ban usage (i.e. 100% smoke-free or tobacco-free policies, tobacco-free worksites and/or school campuses), implement zoning restrictions, restrict sales (e.g. internet, sales to minors, stores/events without tobacco products), ban self-service displays and vending. For helpful tools and resources, please visit Access Tools.
  • Point of Purchase - Restrict point of purchase advertising as allowable under federal law, be aware of product placement (signage/placement to discourage consumption of tobacco). For helpful tools and resources, please visit Point of Purchase Tools.
  • Price - Use evidence-based pricing strategies to discourage tobacco use, ban free samples and price discounts. For helpful tools and resources, please visit Price Tools.
  • Social Support & Services - Provide quitline and other cessation services. For helpful tools and resources, please visit Social Support & Services Tools.
